From Friday May 29, 2015, Goodluck Jonathan no longer has the power to order anybody; Army, Police, SSS, etc. to arrest anyone or carry out any legal or illegal activities. The reality has dawned on him.
Consequently, Jonathan don't want to go down alone. He has pleaded with
President Muhammadu Buhari, who is taking over from him in the next few
hours, not to single his administration out for probe.
He said if Buhari must investigate his administration, he should do same for the past governments.

Funny enough, it was Jonathan's job to probe the government he took over
from but he failed. So, Buhari is going to do what he is expected to
do, probe Jonathan who is handing over to him.
“Some people are even calling for the probe of the government, but I think in Nigeria, there are a lot of many things that will be probed, very many things, even debts owed by states and debts owed by this country from 1960 up to this time.
“They say it is Jonathan’s administration that is owing these debts. I believe that anybody that is calling for probe must also ensure that this probe is extended beyond the Jonathan administration.
Buhari is however not ready to talk until he takes over and politicians will see what he's capable of doing.
